Environemtal Engineering, Facilities Assessment and Inspection Services
The WCH EnviroTech's environmental engineering and facility management experience consist of plant facilities design/redesign and engineering services, construction management services, inspection services, design, drafting, illustration and mapping services. Sample projects are shown below:
Geotechnical Services for Essex County Jail
Scope of Work: This project, performed as a consultant to Rothman & Rothman for the Mass Department of Operations, consisted of subsurface investigations on an 80-acre site to determine soil stability, adequacy of soil drainage, groundwater level and condition, and the presence of wetlands. The investigations involved collecting boring samples, and groundwater samples for analysis and reporting the findings of the subsurface study. Project disciplines included hydrogeology, geotechnical services, surveying, soil sampling, water sampling, air/water/soil
analysis, health and safety, data management and report preparation. The subsurface investigation provided a basis for determining the suitability of the site for a jail and house of correction facility.
Cost/Schedule Variance: The project was a fixed price requirement and was performed on time and within the established budget.
Geotechnical Site Analysis
Scope of Work: WCHE served as the prime contractor for the Boston Public Facilities Department on this project that involved the conduct of site inspections to determine the presence of oil or hazardous materials on various sites in the Boston area. Evaluation services consisted of site reconnaissance, site history (including title searches), soil and groundwater analyses, soil conditions/ foundation analyses, location of utilities, and checks with federal/state/local agencies for records of known site pollution. Approximately 15 separate reports were prepared covering four to five sites each. As many as 10 sites were conducted concurrently. The final reports contained the results of the investigations including photographs, maps identifying hazardous waste sites within 1 mile of the study sites, and conclusions regarding the presence of oil or hazardous materials on the sites.
Cost/Schedule Variance: The project involved initially performing 70 site analyses for $70,000. Near the end of the project, the client added three more sites for an additional $3,000. The original schedule did not change and all of the work was performed, including the add-on work, within the original schedule.
Sewerage/Chemical Mix Project
Scope of Work: WCHE performed this project for the Bedford VA Hospital. It involved the conduct of an investigation pertaining to an oil spill problem and design of a fix to correct the problem. Several areas were investigated including the blowdown chamber overflow, the oil piping gallery drain, the electrical conduit crossing, the building drain, the electrical conduit crossing, the building drain outlet separation, and the oil separator and pump chamber elevations. The investigation resulted in a design recommendation approved by the VA Hospital.
WCHE designed the proposed remedy that included the chemical mix area facility for storage of the oil drums and a sewerage drainage system to eliminate the elevation problem.

Evaluation of the Historic Architectural Assistance Program
Scope of Work: This project was performed for the US Army Corps of Engineers (NYD). It involved providing historic architectural assistance to the Corps in evaluating its Historic Architectural Assistance Program (HAAP). WCHE'S assignment was to evaluate the need for and utility of the HAAP and to make recommendations concerning its future implementation. In order to do that, WCHE team personnel visited a number of military installations (Watervliet Arsenal, West Point, Fort Hamilton and Fort Totten) to assist and advise those installations on the repair and maintenance of historic building facilities. Reports included a listing of the assistance rendered including
diagnoses of maintenance problems and an analysis of materials degradation issues.
Cost/Schedule Variance: This project was a fixed price ($76,326) requirement and was performed within budget and on time.
Water Meter Modernization Project
Scope of Work: This project consisted of revising and updating contract documents, providing construction services, and developing user access system for MWRA communities to access meter information. The update of the plans and specifications included preliminary investigations and AutoCAD drawings.
Cost/Schedule Variance: The original estimate of WCHE's work was at approximate $38,000 but due to add-on requirements, the final cost was $67,000.
Rehabilitation of 12-Inch Sewer at Deer Island
Scope of Work: This project consisted of designing a portion of a 12-inch sewer that had been abandoned due to blockage so that it could become an active sewer that would serve a residuals management facility.
Cost/Schedule Variance: This project was a fixed price requirement and was completed within budget and on time.
Site Development Work for a Polymer Laboratory
Scope of Work: This project consisted of a study for the development of a Polymer Research Center at the University of Massachusetts, Amherst, MA. WCHE's involvement included site development investigations (roadway/parking/ landscaping, and underground utilities-electricity, heat, water, sewer, etc.) and regulatory/permit requirements.

Replacement Power Plant Study
Scope of Work: This project involved the conduct of evaluation studies for a proposed development of a steam generation/cogeneration facility at the University of Massachusetts, Amherst, MA. Review of existing conditions, delineation of permit requirements, and preparation of an environmental notification form were performed by WCHE.
Cost/Schedule Variance: This project was a fixed price requirement and was completed within budget and on time.
Evaluation of MDC Buildings & Facilities
Scope of Work: The work on this project involved (1) compiling a complete inventory of MDC Parks' buildings/ facilities, assessing the general conditions of the buildings, ranking them according to their condition, identifying any facilities that required extensive rehabilitation in order to continue their use, and perform a comparison analysis on current building use with the originally designed use.
Cost/Schedule Variance: This project was a fixed price requirement and was completed within budget and on time.
Removal of Toll Plazas
Scope of Work: This project consisted of preparation of specifications, drawings, equipment inventories, cost estimates and related documentation pertaining to the demolition of Connecticut DOT's West Haven, Branford, Madison, Montville, and Plainfield Toll Plazas.
Cost/Schedule Variance: This project was a fixed price requirement and was completed within budget and on time.
